The Popular Vote was the sidekick of the King of Town when he ruled Free Country, USA in the days before Decemberween was discovered. The Popular Vote had a secret past with an angel, but their relationship came to a tragic end. The Angel reminds him not to cry so that he will not rust. In A Decemberween Pageant, he is played by The Cheat wearing a sandwich board which reads "The Popular Vote" — however, it's probable that this is due to a low budget and he actually looked very different. Also, the fact that it is said that he will rust if he cries implies that the actual "The Popular Vote" is mechanical in nature.

The Cheat would later wear a similar sign reading Istanbul in the email dangeresque 3. He would also reappear in Fan Costumes 2015.
