Actually, it's not just admins who can do it; any logged-in user can create a new account on behalf of someone. — It's dot com 21:48, 22 November 2005 (UTC)

What is my user page? I think I read somewhere on this site that I put some info about me. Is there any format or can I just type stuff about me in an unorganized fashoin?
