The anime version of Pom Pom is Pan Pan. Pan Pan seems to be a takeoff on the obligatory anime animal mascot, though in Under Construction he acted more or less like Pom Pom. Like the other forms of Pom Pom, he doesn't speak in English, and he instead speaks in a sort of strange "boinging" noise. Pan Pan falling on 1-Up appears to be a running gag.
Like most other 20X6 characters, getting the appropriate pill in the Scrolling Shooter Games Menu will reveal Pan Pan.
He may be a parody of Genma Saotome from the anime "Ranma 1/2" who turns into a giant panda. He may also be a parody of Evangelion's "Pen Pen" (or "Pen^2"), a penguin with a similar colouring, name, and deer-in-the-headlights expression on his face.
A side note, possibly not intended, but pan-pan is a word for a Japanese prostitute.
