That would be keeping with the star, and TBC have made references to other Coen Brothers films in the past. Police homestar
I changed the caption from "Russian Police" officer because I think that they were simply trying to portray a policeman from a cold weather area.

- My first thought (and put a note in the entry originally) that it was based off Fargo sheriff outfit from the Coen Brother's film Fargo.
