Martin Van Buren was the eighth President of the United States (1837-1841), and has appeared several times on Homestar Runner. It isn't yet known whether The Cheat and Strong Bad idolize him or if they have something against him.
This inside joke is possibly derived from the early-to-mid nineties Nickelodeon show The Adventures of Pete And Pete, in one episode of which little Pete gets a miniature breakfast-marshmallow in the shape of the president lodged up his nose - this is extremely speculative, however, and the Brothers Chaps are irreverant enough to have thought of the comedic value inherent in such a seemingly innocuous presidential figure (albeit one who arguably bears the funniest facial hair of any American president - huge, honkin' sideburns) all by themselves.
