Se�or is the blue guy who tried to enter The Strongest Man in the World Contest but was crushed by 21 grapes. It is no wonder that he lost, either: his arms freely slide around on his body. He dances by sticking his arms straight up and sliding them up and down a lot. But he's been learning to shake his boo-tay with the arm sliding using the Prince of Town as a teacher.
He has appeared thrice since the Original Book: when he's standing on the sidelines in the Strong Bad Email: flashback and dancing with The Prince of Town on Main Page 20, and can be seen in the audience at the stadium in Marshmallow's Last Stand.
