As for making an image a link in your sig, first review [[HRWiki:Personal images|the personal image policy]], then you simply make a "piped link" with the second part being the image. Replace [[Image:EXCITEICON.PNG]] in your sig with:

<span class="plainlinks">[http://www.hrwiki.org/index.php/User_talk:Sqap http://www.hrwiki.org/images/b/b7/EXCITEICON.PNG]</span>
