All the King's Men! is a band consisting of The Poopsmith (vocals), The Blacksmith (drums), The Hornblower (saxophone), and The Knight (upright bass). Ironically, the lead "vocalist" is a character that had never spoken or made a sound at that point (although his singing abilities were shown off in the 200th Strong Bad email).
They wear snappy blue tuxedo jackets, and were seen playing for a Senior Prom in Free Country, USA. At a glance, they resemble Marvin Berry & The Starlighters from Back to the Future I and II.
The band's name refers to the line in the nursery rhyme Humpty Dumpty; "All the king's horses and all the king's men." (Despite claiming to be "All the King's Men", The Little Chef Guy and The Cleric are absent.) The name also likely refers to The Kingsmen, the Washington-state band who recorded the most popular version of the song "Louie Louie" in the 1960s.
Trivia
