I found that when Homestar talks through Carboard Marzipan, he manages to act like a human being. Perhaps he uses C.M. to express himself because he's... legally insane?

It's possible, but we can't be certain. Maybe it'll come up in a future interview. Sounds like a good question. --DorianGray
