He is an alien. He debuted as a character in The Cheat's cartoon, New Boots. He also appears on Main Page number One, where he existed for a long time without being named or referred to. According to Strong Bad (in New Boots) no one likes Nebulon's style. He has the same name as a spacecraft in Star Wars. The person who graffitied him calls him "NEB-1"
