The Cheat's commando name in army. He demands to be called by this name whenever he goes on commando missions. It isn't a good commando name. At least, that's what Strong Bad thinks. He is also a character in the TV show, Cheat Commandos.
The action figure for him is a reference to Action figures.
Cheat Commandos came after and is most likely in reference to army.
