It should be. Rather, it should be in a subcategory of "Image notices" and that should be in that category. — It's dot com 20:36, 26 December 2005 (UTC)

In the strict terms of the law, that image isn't being used in a manner consistent with Fair Use. In other words, this template doesn't apply to that image. -- Tom 06:58, 31 October 2006 (UTC)
