Senor Cardgage was the neighbor who lived down the street from The Brothers Strong when they were little and gave Strong Sad nightmares. He is presumably dead as the milk carton in kind of cool says that he was "last seen when [you] were little." Also in "kind of cool" Strong Bad imagines himself as Creepy Comb-over story Strong Bad, who turns out to be a lot like the neighbor from the past.
