The Kaiser is The King of Town's Old-Timey counterpart, as confirmed in this interview. He appears to be modeled after a stereotypical WWI-era German. This character also appears to be the ruler of Hell, presiding over the Demon, as the King would over the Poopsmith in the modern era. However, The Kaiser appears to be exhausted which may mean he is in Hell, not ruling it.
