Here's how to welcome a new user:

1. First, you may want to join the welcoming committee by adding #~~~ to the bottom of the members section.

2. After that, you can patrol the recent changes page for users with red user page or talk page links. Their edits will look something like this:

• (diff) (hist) . . Nm! Main Page; 00:00 . . User (Talk) (→Created Main Page)

3. Before welcoming this seemingly new user, first check his or her contributions page to make sure that this user really is new.

4. Now you're ready to welcome the user. Click on his or her talk page link and type {{subst:welcome|~~~|~~~~~}} in the edit box, Welcome in the summary, and save the page.
