The Kaiser is the 1936 version of The King of Town. He appears to be modeled after a stereotypical WWI-era German. This character also appears as the ruler of Hell, presiding over The Devil Poopsmith, as the KOT would in the modern era.
His only direct similarities with the King of Town are his "curly Q" beard and large, round body shape. Since he also has chicken feet, some have speculated that he is not the king's 1936 counterpart.
