Regarding only the Halloween costumes in the Halloween toons (and nothing else), what were some of the movies represented therein?

What do you mean? Who dressed up as something from a movie?

Yeah, that. For instance, a movie is represented with, say, Strong Bad dressing up as a character from this movie. Or Bubs dressing up as a character from that movie. You know, that kinda stuff.

One of the main concerns here is that sometimes a movie is the inspiration for a TV show. For instance, Bubs' 2003 costume, Mel Sharples, was first seen in the 1974 movie, "Alice Doesn't Live Here Anymore"; the movie was the inspiration two years later for a TV show called "Alice." Likewise, Strong Bad's 2004 costume, Cesar Romero as the Joker, was first seen in the 1960s TV show version of Batman and that same year the show served the inspiration, more than 20 years for a much earlier Batman movie.

Would SB's Joker be more akin to the TV show or the movie? And would Bubs' Mel Sharples costume be a movie character or a TV show character?

TV show for Joker because hey credit him as Cesar Romero as the Joker, don't they?

Either way he has the mustache and his coat color is wrong so its the Tv show.

What of Bubs' 2003 costume, though? Is it more akin to the movie "Alice Doesn't Live Here Anymore" or the spin-off TV show "Alice"?

Yes, I did know that. But I'm just trying to figure out what came first and thus figure out what the costume is more akin to.

Disclaimer: I haven't seen either, either.

Since they seem to be the same character, played by the same actor, I'm guessing the correct answer is "both".

And now for something completely relevant:
Homestarloween Party references Ghostbusters and Tron
Halloween Fairstival references Caddyshack
Halloween Potion-ma-jig references The Big Lebowski and Rocky
Happy Hallow-Day references Teen Wolf and Gremlins
Jibblies 2 references Beetlejuice and Back to the Future.
I might have missed some.

Yeah, you have missed some:
The House That Gave Sucky Treats references "She's Gotta Have It"
Pumpkin Carve-nival references "Ghost Dog: The Way of the Samurai"
3 Times Halloween Funjob references "Breakin'" (and maybe "Breakin' 2: Electric Boogaloo") and "Alice Doesn't Live Here Anymore"
Halloween Fairstival also references (in addition to "Caddyshack") "Bill and Ted's Excellent Adventure", "The Nightmare Before Christmas" and "Bottle Rocket"
Halloween Potion-ma-jig also references (in addition to "The Big Lebowski" and "Rocky") "Breaking Away"
Happy Hallow-day also references (in addition to "Teen Wolf" and "Gremlins") "Wizards", an animated movie by Ralph Bakshi
