There are exceptions (anonnies cannot have or edit User Pages, for example) but they're few and far between. Were they not, [[User:JoeyDay|JoeyDay]], [[User:Tom|Tom]], or [[User:It's dot com|It's dot com]] would be able to bar anonnies from editing anyway. I thought someone was supposed to answer that. Then I saw it was reverted.
