Those things are usually used as part of coding for templates. Depending what you write when you add the template to an article, the {{{1}}} will be replaced with what you typed when the template is viewed as part of the article. For example, take the personal image template:
Personal image This image is being used as one of the personal images allowed to [[User:{{{1}}}|{{{1}}}]].
Now, if I was to put this in an image's summary by typing {{personal-image|The Chort}}, this is what you would get:
Personal image This image is being used as one of the personal images allowed to The Chort.
