I have MS Paint. Do you know how hard that is to do in MS Paint? Even if I do it in another program and import it to MS Paint, it's still hard as crap! So the answer is, yes, I can do it, but no, I don't like going through all the trouble. (Incidentally, you can always do it in MS Word, using Word Art, then import it to Photoshop).
