Um.. no it doesn't. You seem to be confusing phpBB and this "phpbbforfree" place. phpBB is a piece of software. PHPBBForFree is a site that hosts that software for you, but has no affiliation with the developers of the phpBB software. The Homestar Runner Wiki forum runs on the phpBB software, but is not hosted by PHPBBforFree, whoever they are. This forum is hosted by Goleman Networks, on the same server as the Wiki, and I assure you that it is not even remotely free.
