Just finished reading all of Penny Arcade. I couldn't help but notice that PA's guilty of copy-pasting, too, but nobody gives them any flak about it.

No, they still use it. In the latest strip, the last two panels are the same. The only difference is Gabe's pupil placement, his mouth, the kid's eyebrow, and the kid's mouth.
