That's phonemic notation. It isn't quite right to use that in the case you describe because he was talking about the actual sounds, not the phonemes (a distinction I won't go into). He should've used phonetic notation, in []. Even then he'dve been only half-right.

He was obviously trying to set up some nerdlinger in the class to yell at them about rules 1 and 2. He thinks he's so smart and has found a loophole.

I had to write a boring paper last week where the status of /b/ in some dead language was a major point. So I had /b/ all over that thing. Difference: I don't go there ever.

If you didn't get it, the joke went over your head.

There's one specific scene there that's absolutely a riot if you get the joke. Doesn't look like you know exactly the one I'm talking about. And I don't want to discuss it anymore because it would ruin this joke for anyone who hasn't seen it.

I believe Kirt's trying to find a server willing to take it. Not sure how his progress is, but I'm not sure there would be a whole lot of people willing to have /i/ on their server.
